Progress indicators show percentage of completion

For each of the 15 partners in Unifying Safety Nets & Surface Movement, a project reflecting the joint effort made by 15 aviation partners in 9 EU countries to modernize Air Traffic Management (ATM), individual progress indicators have been added online. This gives an indication of what the actual status of completion of that particular project is and will be updated regularly until the official end date of this joint initiative: 31/12/2020.

The overall progress of Unifying Safety Nets & Surface Movement is currently at 36% and well on track to timely deliver its full implementation. The aim of this unprecedented initiative is to improve ATM performance in Europe through the modernization and harmonization of the ATM systems that will enhance the safety for the passengers at the involved airports.

Manchester Airport announces key milestone in Advanced Surface Movement Control System project

On the 5th March 2018, Manchester Airport formally appointed Saab Sensis Corporation for the supply and commissioning of Multilateration (MLAT) following an OJEU tender process. This announcement marks a key milestone in the airport’s Advanced Surface Movement Guidance Control System (ASMGCS) project, which has been co-funded by the EU’s Innovation Network supported by SESAR Deployment Manager.

Saab was selected as a market leader in the area of MLAT, who once commissioned will have implemented this safety-critical technology at the UK’s four busiest airports (including MAG’s London Stansted), representing enhanced safety for approximately 170m passengers every year.

Manchester Airport is committed to the implementation of ASMGCS in partnership with 14 other airports and ANSPs under the European SESAR Deployment Airport Grouping (SDAG). At this exciting stage in the project, Manchester Airport wishes to thank the bid leader Aeroports de Paris and the wider SDAG partners alongside the EU’s Innovation Network for their continued support. We look forward to working with our new partner Saab to deliver this essential ATM project.

European working group Safe Control Apron Management launched

In the context of project 150, Groupe ADP has launched on 17 April 2018 a European working group on Safe Control Apron Management. One of the main themes that have been discussed is A-SMGCS, which is a top priority of the INEA CEF Call 2016. It will allow airports to implement new interoperable functionalities in a harmonized way.

13 February 2018 – 15 aviation partners in 9 EU countries join forces in Air Traffic Management modernization project

ATM project ‘Unifying Safety Nets & Surface Movement’ launches website

Under the name “Unifying Safety Nets & Surface Movement”, the project “Enablers for Airport Surface Movement related to Safety Nets” reflects the joint effort made by 15 aviation partners in 9 EU countries to modernize Air Traffic Management (ATM). The aim of this unprecedented initiative is to improve ATM performance in Europe through the modernization and harmonization of the ATM systems that will enhance the safety for the passengers at the involved airports. Today, www.unifying.eu was launched with the aim to inform and update the public on this large-scale project.

Unifying Safety Nets & Surface Movement focuses on Airport Safety Nets and Surface Movements and brings benefits in terms of safety while – thanks to the multi stakeholder involvement – ensuring an enhanced level of synchronization, sharing of the best practices amongst all partners, reduced fragmentation, enhanced cross-border connections and professional management.

Unifying Safety Nets & Surface Movement is led by one of the world’s largest Airport Operators, Groupe ADP and falls under the coordination of SESAR Deployment Manager. It will benefit and enhance safety for over 3,67 million yearly aircraft movements. More than 453 million passengers in the European skies will benefit yearly from a safer trip because of this project. The total combined ATM modernization investment amounts up to € 125.320.390,00 with € 52.251.777,70 of cofounding by the European Commission.

Airport Operators play a central role in the connectivity provided by airspace users to passengers and freight customers within the EU. Airports are also increasingly recognized as engines of economic growth. In this respect, the Airport Operators are considered by the European Commission as a crucial group of operational stakeholders in the deployment of SESAR. Until the launch of Unifying Safety Nets & Surface Movement, airport operators have always submitted ATM modernization projects for EU funding individually or together with other local stakeholders.

1 November 2017 – Project fully implemented at Stansted Airport

London Stansted Airport collaboratively submitted a funding application as part of a joint application by 15 European Airports. This application was led by Groupe Aéroports de Paris (ADP) which was successful in securing INEA funding in CEF 2016 Call for Transport.

This unique partnership has allowed the 4th biggest UK airport, which is now at record passenger numbers and continuing to grow, to introduce vehicle transponders within the airside environment which are part of a suite of safety-focused Pilot Common Project (PCP) deployments.

The objective of the project was to equip airside vehicles which have access to the runway and operate in the manoeuvring area of London Stansted Airportwith a vehicle transponder, to improve situational awareness, reduce the risk of runway incursions and contribute to the overall airport safety culture.

Each vehicle equipped with a transponder is uniquely identified and its exact position within the airfield is

continuously broadcasted. This has effectively enhanced the ground control operation for all airport stakeholders, primarily NATS, the airport’s Air Navigation Service Provider (ANSP) by providing visibility in all runway conditions. The fully functioning transponder system is linked to the airport’s A-SMGCS in the NATS Air Traffic Control Tower. This significantly contributes to improving the overall safety of the airside environment by avoiding any potential aircraft to vehicle conflict, especially when operating in low visibility.

Additionally, the safety benefits derived have already come to fruition during a recent prolonged snow event at the airport, with the fleet of airside operations safety vehicles managing a fleet of snow clearing equipment, whilst in a live operational environment and in low visibility conditions.

London Stansted Airport will continue to collaborate with European stakeholders to introduce other such technological and operational solutions that will not only facilitate the airport’s growth efficiently and safely, but also effectively play a vital role in a coordinated European Air Traffic Management network.

The INEA funding as part of this joint project has expedited the implementation of this and other PCP mandated projects here at Stansted.

11 July 2017 – Kick off Meeting

On 11 July 2017 all partners of the joint application met for a Kick Off Meeting in Brussels, Belgium.

The aim of the meeting was to share the objectives, discuss the next implementation steps to take and sign the Memorandum of Cooperation.

Location: ACI Europe, Brussels
